I would wash the area of suspected failure ... and apply a thick coat of rust preventive paint or body mastic. Then keep an eye on it. You might want to shield the area from dripping water down from above by installing mastic, or even a metal foil shield, on the frame.

I have yet to do this to my own '99, but its on my "list". I have procured a replacement front sub frame and have applied additional paint to it ... just have not installed it yet. In my section of the country there is little road-salt used. However, my sub-frame has been bent severely by impacts with road stones. I intend to remove the rear axle and give it a "treatment" also.
