I'm not sure that'd even help really. I'd agree more with having far more driving schools available for people, to take their personal cars to a big track, with professional instructors.
This summer I helped a friend do some work on his Evo 8, and then was roped in to helping him datalog his car, while he was getting a remote tune from some guy in Florida. My "friend" is a young 20 something year old kid (no idea what his age is because he's a pathological liar), and has gone through more cars than he has actual experience driving.
He lives on a long straight road (scientists do radar research on it because it's so unusually long and out in the country), but there's a sharp corner at one end. So after telling him to stop babying the damn car, and give the tuner the datalogs he needs, he decides to gun the car immediately after the corner, on a rainy day. The car hits a bump, shoots it in the air and we're instantaneously in the next lane...with one hand on the wheel, and the other ready to shift. Needless to say, that was one of the last times I ever got in a car with him. In fact, it pretty much fucked me up riding in the passenger seat, in any relatively fast car. I tried to help my other friend, that I'd trust with my life, datalog some Hondas, and it scared the shit out of me. If he had more training in actual driving, rather than buying, it would have been a better circumstance.
