the rate that the lights flash is determined by a couple things. the easiest to fix is if one of the lights is burned out. if the light in the back is burned out, the one in the front will flash faster. the other, more complicated reason, is if the resistor that is in the circuit is no longer acting ohmic. it could also be the capacitor, both of which require fixing the wiring in your car. if its not just the light bulb being burned out, i say just live with it, since it will most likely end up being more effort to fix it than its worth. as for the hazard light switch, it could be the switch itself is broken, or something deeper in is not working well. again, its probably easier to just live with it, though, than to try and fix it.
