I think these cars have power, supplied thru a resistor wire, or a ballast block, from the ignition switch, to the + side of the coil.
When the ignition switch is in the "start" position, the power is switched to battery voltage- 12 volts.
When the engine is running, the ignition switch is in the "on" position, and power to the coil is shifted to the resistor wire, which reduces the voltage to the coil to 9 volts to avoid points pitting.
Try temporarily running 12 volts direct to the coil.
If the engines does run, you need to replace the resistor wire or a ballast block.
