If I remember correctly, Toyota were not banned for illegal spec Corollas at all.
They were issued a 2 year ban for running illegal spec Celica, when they returned to the championship, they came back with the Corolla.
Toyota withdrew themselves from the WRC because they wanted to develop the F1 car which meant there was not enough funding to do both.
This is the way I know it, if I am wrong, somebody please correct me.
