I have the same problem, on the same vehicle, from a replacing a brake line and YES it has full pedal until the engine is started!!

Do you think it is the whole booster (i see a bit of corrosion,,possibly some fluid may have leaked out of it there)?
edit for update:: the abs had been disconnected,,it is not worth cost to repair or headache, but after the above problem i reconnected the abs, started the car, and got pedal!! I got the idea by reading that the abs system may need to be bled using a scan tool and special tools to open valves etc..!! i am soo happy i had to share the information!
