An alt puts out more current at higher rpms than low rpms. When the current drain is higher than the alt can produce, the output voltage drops also. So a higher rpm lets the alt put out more current, which keeps the voltage higher. Ideally you want at least 1.3V higher than the battery voltage to charge the battery. SO a 24V battery should have an alt supplying at least 25.8V to charge properly at idle rpms.
