It sounds like you may have a short within the fuse box itself ! If the metal loop within the fuse is not blowing but the outer plastic fuse body is melting , it indicates to me that the fuse box itself is getting very hot ( dangerously hot ) . If it's getting that hot , then a fire is a possibility and you should get a professional involved to find the source ( cause ) of the problem .
