Is the passenger side colder then the drivers side? If so then you don't have a mix problem, you are just low on freon.
Yes the heater core is always hot. Don't know why the engineers did not install a shut off valve in the heater core side other then to help the auto system to just use the blend valve for tempature control. But in the middle of summer not having the extra heat in the area would sure be nice.
