rim weights do not stay on alloy rims. been there so many times.
stick on weights are the best bet. if done right. apparently, they are either using some sort of cheapo weights, or rim inside is simply oily, and weights don't stick. which can be fixed, of course, by de-greasing the area and warming up glue on weights.
to make it bulletproof, I tell them to secure weights in place with aluminum sticky tape, like one they use for heat ducts. ever since I was shown this, I never had a single weight lost. They do know about this, but you need to push them in that direction.
