You are on the right track. Those are drains. There are plastic drain tubes that are SUPPOSED to be attatched to them. They channel water behind the ft wheels and behind the rear wheels. You can check the by pouring water down them and see if they drain. To access them you will need to pull the pillar trims and drop down the headliner to reattatch them.
