I would not think it should be removed. I am thinking that is the check valve to prevent the fuel from returning to fuel tank and keeping the fuel rail presssurized. I am not positive of this as I have not heard of this before but looking on a few parts web sites I see what you are speaking of.

Have you tried starting fluid in the air cleaner to see if that makes a difference?? You may also want to check fuel pressure, I have seen new pumps be defective also.

Have you checked the fuel pressure regulator for any gas in the vacuum line or smell??
