I think you have that logic backward. If after you open the bleeder the wheel spins freely, that means the brake hose is likely the issue (as the fluid can now escape through the bleeder rather than through the collapsed hose). If with the bleeder open the wheel still doesn't spin freely, the issue may be the caliper. Remove the caliper or pads and make sure the wheel spins freely.
