It is as I had believed - when I was racing superbikes here in the USA during the late 90's we used to paint the base colors on the bike panels and then decal it with an intricate paint scheme and cover with a clear. The reason why the paint is "scotch-bite" is so the decals will lay down flat and so the clear will "bite" into the paint and not flake off at a later time. - Thanks for posting this - John
