I am quite sure. Midas cut off the resonator (which is between the converters and the muffler) and found a a ball of material slightly smaller than a baseball in it. They told me it would be $1,000 to replace the converters, which are on a y yoke. Another shop I use uncoupled something which allowed them to insert fiber optic scope. This revealed both converters were empty. Their estimate was also in the $1,000 range, but they told me driving the car would do no damage to the muffler, which so far has been spared. The Portland area has regulations but where I live does not.
