This is weird one, is the wiring OK? You could try wiggling the wires while measuring voltage to see if you have any problem, but I don't think so.
I don't think the BCM can be your problem either as it only controls the activation/deactivation fo the relay which suppyls voltage to the headlights. 9-10 volts should be enough to power the headlights, at least dimmed but they should light up. My only guess, other than bad bulbs, is you have dirty corroded contacts.
