Sounds like the same GM B.S. I had just after I got my 1994 Suburban in 2000. 1994-1996 GM Suburbans, trucks, etc., had a safety recall because the wipers would suddenly fail, then was out-of-luck if it was raining, due to a design flaw in their circuit board (too much weight breaking a bad solder joint). But my own VIN was not covered, and when I asked the dealer for some help, it appeared the policy was to make money off me for their design and manufacturing flaw. I figured a courtesy repair since I did know about the recall could've been wangled - maybe the dealer would've had a new customer. But no.
