Missouri properly prepared for such a disaster, Illinois didn't. So, the government is going to destroy Missouri's protection to help Illinois. Does this seem wrong to anyone else?
It kind of reminds you of the fable about the Grasshopper and the Ants... except in this case the government steps in and takes all the food from the ants and gives it to the grasshopper.
