IM assuming that you're planning on using the PM6 ECU from your Si since you are getting an aftermarket VTEC controller, but to answer your question, yes you can run the engine wihout activating VTEC, but i would suggest not revving it any higher than about 5k rpm because thats when the outer lobes of the cam start to drop off the powerband.
I belive that the head is a direct bolt on, you will have to remove a small oiljet in the middle of the block if it is so equipped, it will be a small brass insert in one of the oil passages. bolt the head straight on and use your Si's intake manifold; you will not have any wires to rerun besides for the VTEC. Since your head is a D16y8 head as opposed to the 92-95 d16z6 head, you can use your stock Si Distributor without any modification. the exhaust manifold should also bolt up.
