The rear heater uses engine coolant, just like the front. You may have a clogged heater core in the rear. If my memory serves mr correctly, you can access the fittings from under the vehicle just in front of the rear bumper on the passenger side.

As far as it not blowing when you select it, the front blower has to be on for the rear one to work.

One final thing, in order for the rear to get heat, the front setting needs to be either in floor mode or defrost. (stupid design in my opinion).
