You got four circuits connected to fuse #17, you are trying to isolate one of them out of the loop.

1) If you disconnect the electric drivers seat from the loop, and fuse 17 doesn't blow, Yes


Focus on the drivers door, because of wear + tear!
2) Do you see any cut's, wear, or tear on the electrical buss line from the opening & closing of drivers door?
3) If not, take the drivers door cover off, and disconnect the control module on the inner door.

4) Try another fuse #17.
