The Vortec engines do not accept a simple "chip" swap because they are OBD-II compliant. Instead, there is a module that plugs in between the original ECU and the wiring harnesses. This likely costs more than $69...the JET module I had for my '96 Jimmy was $150 back then, but it did give some added pep.
Other mods include intake manifold, headers, cam & lifters, and high-flow exhaust.
But it you're looking for serious hopes for power, you should swap out the engine for a crate or used Vortec 350.
