'96 Silverado ABS

I have a '96 Silverado 4x4 with a V8. The problem I am having is with the ABS system. When braking slowly like pulling up to an intersection, the brake pedal will slowly go down and then the ABS system kicks in and the pedal starts to pulsate. When I pull the 60 amp fuse for the ABS system it takes care of the problem but then the light stays on the dash. I have replaced all shoes, pads, drums and rotors. When the fuse for the ABS is pulled, the brakes work awesome. I would like to keep the ABS. Where do I start, wheel sensors? Thanks.
