That being said, I hope that the paragraph which you quote is not taken out of context.
I still stand by what I say earlier and that the voltage stabilizer does what it does - to filter electrical noise and to
optimize the electrical system, leading to benefits such as improved power, smoothness, response, efficiency and longer lasting electronics regardless of whether the effect is pronounced in some cases or marginal in some cases!
It is not a substitute for good engineering by the car manufacturer nor good maintaince habits by the vehicle's owner.
