throttle is not sticking, throttle plate is fully closed.

with the ignition off after engine was running does the fuel pressure hold ? if not injectors leaking most likely..too much fuel the engine should increase in rpm to maintain fuel air ratio by way of the IAC..
what is idle rpm ? what is vacuum ? what about PCV and the hoses ?
vacuum leak will also mess up the idle speed..
