Same here
I have the same problem in my 1997 SC2 (5-speed). It feels like a mechanical sticking problem, so we should check the throttle cable, the gas pedal hinge, and the parts around the throttle body.
I think the cable should be lubricated with graphite powder, and I might try WD-40 for the other parts. Any other ideas?
