It's probably because they figure you're removing the steering wheel and they want you to have the wheels straight ahead so the steering wheel will light up properly when you got to reinstall it. It might also be so the clockspring/sliding contacts are at their "neutral" position. It could also be some specific reason for the vehicle you are referring to, which is information you didn't share with us.
