In my car, it doesn't use current in stage 1. It just unlock shifter and steering. It's mechanical.
But in yours, I think the relay use current in stage 1. About 150mA. So yes, it's the cause of the discharged battery.

I think I know what is the problem. It's the steering lock mechanism. Try to turn the wheel while turning off. Or a problem in the park lock mechanism. Put it in park completely. If it doesn't help, you need to replace the ignition cylinder.

A Windstar without having the check engine light is not a real Windstar.
