Those are not actually sold as 23" wheels... (not anymore, anyway)
They're Pegasus Chrome Diamantes
...which are like 18" or 19" in 1/24 scale...
But they have the added detail of being sleeved by turned aluminum rings that, IIRC, are made for F1 cars (? - help me out Walter...
) The diameter of the outer rings are 23".
I have seen this model first hand, and I would have
sworn that the spokes of those wheels were photo-etched metal.
(No wonder it keeps winning awards!
