The rubbing you hear is either likely the fender lip or the inner fender liner. If it's the lip, you can roll it or have it rolled. Check the SE-R mailing list archives for information on rolling fender lips.

If it's the inner fender liner, you're SOL. I have that problem with my Sentra SE-R. I have none with my G20 with 17x7.5, 45mm offset wheels with 205/40-17 tires.

As for scraping the struts.....

Things move around. Tires are flexible and even metal parts can flex when loads are placed upon them.
