it would be kinda hard to argue with a car maganize, but maybe theyre saying it to help profits(just like the government enforced bike helmet law... wonder who's gettin rich off that). anyways, everyone ive ever talked to said its useless. the only way your intake will actually suck up water is if the filter is submerged. so you pretty much have to be driving through a lake or a 2ft deep puddle. and then it also hurts airflow and therefore performance.
but if you still wanted to put it in, why would you have to cut your intake?? the one you showed before in your sig was a two piece cai.
