The most cost-effective mod he can do which will drop his quater the most is obviously nitrous...But I doubt that was the answer you're looking for

Basic boltons are always good(intake, headers, exhaust), but a sometimes overlooked mod that will drop your times more than i/h/e is a set of gears. 3.73s for an auto, and 4.10s for a manual would be a good improvement. Also, a larger stall converter for an auto, while a bit pricey, would drop your times significantly. Those are some good ways to get started.
