If that said "equipped to show turbo boost
and manifold vacuum," it would make more sense. When the throttle is closed, there will be vacuum in the intake manifold. When the throttle is open and the turbo is making boost, there will be pressure in the intake manifold. The gauge will display both. Don't most boost gauges show manifold vacuum?
