Thankfully the panels have holes drilled on the door sill area and that's what I used to re-attach them as there was almost nothing left on the bottom to attach to.
There should also be screws holding the panel on at the wheel well areas.

Ok I removed the platic roker covers and what a mess, holes and rust everywhere. I used a screw driver and scraped most of th rust and paint off. I also used the hose to blast out the rest of the crud out. I am going to use Tremclad rust paint and paint the rocker panel what is left and I was also thinking of filling the rotted out roker panel with the expendable foam. I want to do this to keep crud from filling the holes. Once I put the platic cover on and it should look ok.
For the guys that have newer Intrigues I suggest you drill holes and spray the inside of the rocker with oil and do this at least 2-times per year.
