Cool No voltage to egr vacuum solenoid and no engin light.

Hello. I have an 1990 ford e350 with 5.8l o/d
I am rebuilding it because its a great van.
The engine, transmission, all components and electrical components have been rebuilt or are new. The engine starts perfect and runs smooth and there are no trouble codes or engine light. However, it failed the air test because one of the two readings where off. There is no voltage to the egr vacuum solenoid when the engine is idling and hot. All egr components are new. I would like to know when to test for voltage in the egr vacuum solenoid and where to look and what to test to fix the egr electrical system. Thanks in advance for any help. Eric.
