Your 98 has 4 wheel ABS disc brakes. The parking brake is inside a drum which is part of the rear disc. There are 2 parking brake shoes on each side. The business about axle seals leaking grease on the parking shoes will not affect braking unless the grease gets on the pads. Probably a good idea to replace the seals if they're leaking.
The brakes hanging up is probably caused by the rear brakes. Any time the rear disc brakes are serviced, the rotor should be machined or replaced, the calipers should be replaced along with the pads, mounting bracket and hardware. Most auto parts stores carry a remanufactured loaded caliper assembly, they come with everything but the rotor... unbolt the old, bolt on the new, and bleed... done! The rear brakes are not used nearly as much as the fronts, as a result, the caliper rusts & seizes to the guide pins, the hardware seizes, and the caliper piston binds in the bore. If you live in the "rust belt" more than likely this is what you need.
