Yes, your mileage is poor. We have an 07 4 cylinder with the 2.4 liter 2AZ engine. Your car has the newer 2.5 liter 4 cylinder engine. Your city mileage should be rated at something like 22 MPG, not 28. We get about 22 MGP this time of the year in suburban Chicago driving. If we do mostly short trip driving it can fall to around 19 MPG in these cold temperatures. Realistically, your mileage should be around there, maybe a mile or two more. Your mileage should improve slightly after 5,000 miles as the dealer stated, but not that much. I would stay on top of your dealer and make sure your mileage complaints are documented. If you don't feel your dealer is taking you seriously, give Toyota corporate a call at 1-800-331-4331 and speak to cutomer service about the low fuel mileage. You want to make sure this is all documented, in case there is a real problem.
