The harness in unnecessary. The IGN ON wire is very low current, so it is perfectly safe to tap into the wiper fuse (on in run and acc). Just install a 1 amp inline fuse so that if it would ever short to ground it doesn't take out the wiper fuse too.

It also has nothing to do with it being passlock or not. GM started using "RDS" radios instead of the theftlock ones, matches the VIN number in the radio to the one in the BCM or PCM. Much harder to get around than having to press some buttons and call an 800- number . The RDS radio uses a UART data line to turn the unit on/off.
