The answer to both questions is no. In order to minimize fuel leakage, you may pinch off one of the fuel hose with a pair of vise grips. If you would like, you could pull the fuel pump fuse and let the truck run until it dies; then install filter and reinstall fuse. This would allow you almost no fuel loss, but is not necessary.
