Since you just put the rebuilt head on there I would suggest checking timing. If the cam is off even 1 tooth it can drastically decrease compression in all cylinders. Do another compression test and this time check it first. Then dump a capful of oil in the cylinder and it compression raises then your rings are worn. The block should be fine but will need to be honed at the very least and possibly need to be bored if the cylinder walls are damage or out of spec. Do not put coolant in your cylinders!
