You can get it from an electronics part store. Be sure that the circuit meets the input, output voltage et output current.

input range: 6-15V (or more)
output: 14V
current: 10Amp (or more)

If it doesn't provide enough current (eg: 5Amp), you can get 2, one for each bulb.
You can add many of them in parallel to have the good current.

Before, be sure that voltage is the same at hi beam and low beam.

A Windstar without having the check engine light is not a real Windstar.
