it's probably not the cable, it's probably the valve itself that is stuck. I had a 94 t&c that did this. I guess you'd need to pull the dash out to get to it. The valve is right under the defrost vents, if you pull out the control cluster you can probably trace the cable's path all the way back. It's in a real pita location.

....thank you very much for responding...I did not know that there was a valve...thats what I was afraid of and i think your right....is that valve electronically activated at all???because my lighter and radio are not working..in fact I cannot find the lighter fuse either...the one that I replace does not solve the problem...anyway thank you for your response..I just got it today...been out of town...take care a.b.
