Usually it is bad solder on the board, GM made some boo-boos for a few years. The motor pushes on the board and bad solder cracks around contacts. It becomes a problem, you hit a bump, your wipers don't work until you hit another bump. You have not lived driving without wipers in cats and dogs rain. My advice is to get a new motor with the control board. I was soldering the damn thing for 2 years and it was going out on me in the heaviest rains. No more, I spent $50 for a new one and it never missed a beat.
