The ABS kicking on when braking over bumps is certainly bad shocks. The job of shock absorbers is to keep the tires on the road when going over bumps. Your tires ARE losing contact with the road. When you brake going over bumps, the tires come off the ground and momentarily lock up and then the ABS compensates by releasing brake pressure to prevent lock up. This is dangerous and needs to be fixed right away by replacing the shocks with new ones. Do this first and see if your other symptoms also go away.
