With the key on , one of the terminals should have power. Its possible the wire under hood FB is damaged/corroded into.
Once you find out where the wires all go just replace the bad one(s) with a new piece of wire.

If the drivers side FB is damged on the fuse connection spots, I guess you could buy a new single fuse holder, with the same gauge wire and replace that part too. Should be room for something like that to fit into the FB area.

I'd almost bet you have a sun rood drain leaking onto your fuse box(s).

I bought a 99 GT that toasted a couple BCM's before I figured mine was leaking out the drain hoses.
Water would run down the pillars and drip right onto the fuse boxs. White corrosion on all the fuses is a sign.
