It could be if everything else was working right that the new fuel pump is bad. You can check the relay easily enough by switching it with the A/C compressor relay. I'd also check to make sure you didn't pinch off any lines when you replaced the fuel pump.
I'm on my second new fuelpump in as many months and this new one is already going bad after the first day of use.
