You mean you can't shift out of park or in park? If you are out of park, can you move it to other gears?

On an auto trans, park mechanism and other gears, are 2 different mechanism.

Park mechanism involve a mechanical cable connected directly to the park mechanism of the trans. Many things cause the park to stay locked. I may gave you more info on that later. It's very complicated.

Other gear change (R,N,D,3,2,1) involve another cable connected to a "transmission range sensor" (TRS). It's a switch that control the transmission electronically. Novaday, since 1988, alsmost all trans are electronically controlled. If this trans sensor is rusty, the shifter selector may be very hard to move. So gave more details on your problem.

A Windstar without having the check engine light is not a real Windstar.
