The IMRC actuator is different on the 1999 and newer than on my '96.
From what I understand, you have 1 electrical actuator that moves both IMRC shafts.
The common failure mentioned is that the nylon clips that connect each IMRC shaft to the actuator breaks.
You can buy new nylon clips, and reconnect the shaft to the actuator, or somehow fasten the IMRC shafts in the closed position.
In the stuck open position, you will have poor fuel economy, and possible pinging.
The open position is for extra power during Wide Open Throttle.
Closed position is for 99%+ of the time.
Stuck closed should still give you a CEL with a code for IMRC stuck closed, but as mentioned, it is the prefered of the 2 positions to be stuck in.
