Welcome to AF.

Look to the wiring harness for the fuel tank. It may be disconnected, damaged or dirty at the tank connector.

A pegged fuel gauge on an older GM car means (I believe) an open (disconnected) circuit for the fuel gauge.

The fuel pump wiring shares the same harness, therefore, Imo the first place to look for the no-start condition is a non-functioning fuel pump. The 2 problems may both stem from the same problem area.
