You mean the prisons in NC don't make your license plates? A lot of states rely on prisoners to make their states' plates. You could start with contacting the state's DMV office and inquire about the production of the plates. They might be able to tell you who to contact for info on how to get involved in getting a contract. My other guess would be to contact the state's office of purchasing, (or a similar named agency within the state government.) They usually handle the contracts with the state when it comes to something like that. Because of costs involved, most of these things are under a bidded contract where vendors submit bids per the state's guidelines and then the state opens the bids and awards the contract.
